You should get a quest when your still at the newbie island called "Saddle Up".
First you need to do everything you need to do in the newbie island, when you're done and head to Velika and talk with a guy next to Velikas commanders, he will give you another quest to go talk to a guy in the city that gives you a book that teaches you how to summon the horse.
Read the book and get the summon from the skill menu
