When I first saw the PV I thought MadHouse was doing this being that the shading, colors and lines are soo MadHouse. Looks really high quality for IG (compared to recent IG shows)

I know what you mean. I would've easily guessed it was a Madhouse production if I didn't know otherwise.

The new Studio Wit is the main animation production studio for this, in collaboration with I.G.

But most of the staff named have worked on stuff from both I.G and Madhouse.

People and budget behind a show have more effect than the studio name.

That said I would've probably guessed Madhouse too.

Of course.

But both the people and the budget are almost always associated with a studio name. It makes things far easier to use "Madhouse" as a general implication than to type out an essay detailing the series makeup.

Here though it's like "I was surprised to find that rather than being made by people who work for Madhouse it's being made by people who have worked for Madhouse."

And then there's studios like A1 who don't really keep anyone on, just hire out people for each work, so Oreimo can change studio between seasons and still have the same main people working on it.

Right, but not every studio works like A1. So it's sensible in Oreimo's case, but that doesn't work out for other series like Minami-ke.
