Actually with a few obvious exceptions, everyone is a bad guy. The grail war attracts the very selfish.

Think about it, you get to have your wish granted if you are willing to kill or let be killed a minimum of 6 other people. It takes a special kind of selfish and ego to even qualify for this event. This also applies to the servants as well only not on quite such an extreme case because they all know that their job is to kill or be killed.

Some do try to fight to end the war, some actually have bennificial goals with which to use the grail, but for the most part most players are not exactly people you would want at your BBQ.

So, is Kirisugu's plan to kill off competition, or make them unable to use magic to end the war? That's what the bullets are for after all.

The bullet reverses a mage's magic circuits. So Kayneth probably can't use magic anymore.

But when he first encountered Kayneth he intended to snipe him and the second time he brought an entire hotel down to try and get him, he would have put another bullet in Kayneth's head if Lancer hadn't shown up.

It's pretty obvious he's intent on killing off the opposition using whatever means necessary.

Doesn't make him a bad guy though, he's a 'greater good' kind of guy, he sees sacrificing a handful of people as an insignificant price to pay for his wish, which isn't a selfish one, he wants to save humanity from suffering.

Ah hah! But what if because of Saber's and Lancer's display of chivalry/honor, Kirisugu sees his evil ways, and decides to use the bullets non-lethally?

He knew exactly how much damage he could do with that bullet, and i wouldnt necessarily consider what happened to Kayneth non-lethal lol.
