This particular rule being followed to the letter, that's what they don't give a fuck about, because it's not a problem.

If someone had a sig so wide it fucked with the layout or didn't fit on the page, that'd be a problem. If someone had a sig gif with a filesize so large it was unreasonable, that'd be a problem. If someone had a sig so tall it meant that with even one word comments people would have to scroll for an unreasonable amount of time to clear the person's post, that'd be a problem.

As it stands there is literally no problem, you really need to stop looking for non-problems to "solve".

I'm fine with being called a whiner. As long as I don't do anything unnecessary and cause problems for others for my own personal satisfaction.

I don't think it'd make me look very good if I did. I'd probably discover that I could have avoided it all together by realizing that socializing with others isn't about enforcing "laws" or "rules". Enforcing such things are for the protection of said interactions, not the destruction of them.
