Spellbind is going to be necessary when you want to have the best of the best enchantments on your weapon. It's not yet known where you can get it, at least not on EU servers (since we're only getting our Launch today).

I'm not quite sure yet if this is going to work exactly this way, but this is what I figured out (by using Enigmatic Scrolls on an item at Headstart). Take my words with a grain of salt, until you try it yourselves. When you have tried it and find any errors in my example, please correct me (or just
confirm
my theory if you've found that there are no errors):

Let's say, in theory, that you've got this weapon (don't take the stats for serious now).

Gigantic Moonbeam Cannonaxe of Surprise and (S)Laughter
Superior Axe
For Berserker
For Level 9000 and Above
Tier 12
Attack modifier 99999
4 Crystal Sockets
Default and Random Enchantments
At +3: 3% more damage to aggroed monster
At +6: 16% Attack Speed
At +9: 16% Attack Speed

As you can see, the +6 and +9 enchantments are pretty awesome. However, those 3% more damage to aggroed monsters won't help you at all in a typical group fight. Using one of the Enigmatic Scrolls, you'll have the opportunity to reset all the enchantments. This is where Spellbind comes into play. Once you use the Scroll, you're given the option to select the enchantments that you want to keep, at a price of (Item Tier * number of enchantments = number of Spellbind required). In our example, since you want to keep the +6 and +9 enchantment, you're going to need 24 Spellbind (because the item is Tier 12 and you want to keep 2 enchantments) in total.

After the item has been sealed in an Enigma again, you're going to identify it by using an appropriate Identification Scroll. Voilà, the +3 enchantment has changed while the others have been preserved. Now continue using Enigmatic Scrolls and Identification Scrolls (it's not yet known if you're also going to have to lock the stats again) until you've got the +3 enchantment that you wanted.
