It has to do with it being an odd and unnecessary update. You called it a "huge update", which was what confused me.

I don't understand how Sony still exists with such awkward business strategy and planning.

Whether you think its odd necessary or not is irrelevant. They have had the same store layout since the PS3 came out and they decided it was time for a change. It could be the new layout they use for the PS4 OS and they are just testing out for all we know. And I called it "huge" because it's completely different.

Making a change like this, at this point, for such reasons, is a significant waste of resources. Considering Sony's current situation.
