Shoujo-ai is a close emotional relationship between girls. An anime/manga that is strictly shoujo-ai would show the girls being interested in each other in a way that's more than just friends, but never really showing them having a physical relationship (kissing, sex, etc). A good example would be Maria-sama ga Miteru.
Yuri is both a physical and emotional (sometimes just physical) relationship between girls. It doesn't have to go as far as showing them having sex, as long as it's made clear they are not just emotionally, but also physically interested in each other. A good example would be Strawberry Panic.

The term "shoujo-ai" is clearly a Japanese term, however it's not actually used by the Japanese. It's a term that westerners came up with to differentiate between girls love manga/anime that do or don't involve physical relationships. The Japanese just use "yuri" to refer to any type of girls love, whether the story does or doesn't involve a physical relationship.
