I was thinking... it might be pretty cool if we took the national endowment of the arts, and expanded it to include audial arts...
Then we could have tax money set up to maybe keep up a government website that had a well organized list of any musical artist/group that got a license from the government.

That way, it'd be easier for artists to get noticed (just a quick stop to the national archive of registered musicians), and they'd have an easier time getting big if they're good, they'd have an easier time attracting fans, they'd have a more direct line to their fans than they typically do when they sign to labels, and the music industry would be more about people making and sharing art than about music moguls leeching the fuck out of everyone, and constantly lobbying to protect their fiscal interests at the expense of net neutrality and shit.

OR they could make it an INTERnational endowment for the arts and pass all the money along to Hentai animation studios in Grorious Nippon.
