It really doesn't.

You could have a thousand frames for one thrust that takes ten seconds and be the most unbelievably well animated thing ever whilst also being the slowest sex ever.

Or you could have three frames per thrust and loop every half second (this kind of thing is common) and be very fast but also incredibly cheap.

Pisu Hame is just a slightly animated version of the Manga.

It's almost entirely composed of stills, and when stuff is moving it's either incredibly choppy movement, or stills sliding over eachother, or it's a form of animation where very little is actually moving, I'm fairly sure they use a similar technique to the people who take still hentai images and photoshop them into looping gifs like the Ieira tag on Gelbooru only not as well done.

When i said "it does in the end" i meant that it doesn't affect the quality of it but it's still part of the "animation" aspect.
And yeah i did notice most of the stuff was stills with sort of "liquefy" type of movement in some parts like you were saying with photoshop on images, choppy, personally i didn't experienced any of it.
