Yes there are hardcore servers with friendly fire but you'd force it on everyone just so that people can't use an incredibly impractical exploit which is amusing but doesn't really give you an advantage (that guy is much more successful when he plays properly).

Like Topgun said, friendly fire is not on unless you play hardcore, and those areas are normally reachable.
