Atlus has been doing mobile games before it was even acquired by Index. It's a market every developer has gone through.

There's a difference between making mobile games and focus on mobile games.

Sega has been primarily focusing on mobile gaming in Japan and Capcom has been following suit which is why the new Breath of Fire game is a mobile game. Atlus could be Sega's new work horse for mobile.

Not to mention Sega a near xenophobic outlook on the western gaming market. The only thing they think we play is shitty Sonic games.

1,- People said the exact same retarded argument when they were acquired by Index. Did they became a mobile developer? Didn't they make P4G? SMT4? ED4? etc etc. Both Index and SEGA knows their franchises are incredibly strong in Japan, they can move systems very easily.

2.- They're not xenophobic, they tried bringing games and they didn't sell for shit, yet they still brought Yakuza 4 after the horrible sales of 3. They were even hesitant of bringing Anarchy Reigns, they did at a cheaper price and that cost them too. Yakuza 5? really? after the last two didn't sell? Now they bring Project Diva F, and hopefully that sells to them. They're not trying hard to push into the market because everyone in the media has this grounded ideal that SEGA is shit and can't do anything.
