But unless the page full of prose is describing a spartan gunning down half a thousand covenant soldiers it isn't going to translate well to a Halo mission.

Everything else could only be done by cutscene, or quick time effect, or heavily scripted sequence.

This is true, but that's just all the more reason why you shouldn't do that type of game. Pure shooters have always been weak in their story-telling. That's why I've liked the Mass Effect series so much. It found a way to tell a great story with plenty of action. Bioshock found a way to do a shooter with a good story and strong narrative on capitalism and free market ideology. Neither game had constant balls-out action, in favor of downtime for the player. However, it does go to the main point: Halo needs a different design if it wants to be a good story-teller in the video game medium. The main reason I liked the series was for the story. But then a friend of mine started telling me about all this awesome stuff from the novels that wasn't even alluded to in the games. That lowered my interest in Halo 3 so much that I waited 2 or 3 years to take the game out of the plastic wrap and play it.

As for the use of cutscenes, I don't mind them so long as they are worth watching and add to the story. They shouldn't be the main outlet for the story, though.

do you know how many books are out there? i mean you could probably make a whole trilogy just for the forerunners story

also i would point out that i played halo 1 first, then read the first 3 novels, then played halo 2 and 3, if you read the 2nd book it felt like you were playing halo 1, almost to the point where it was exactly like the missions, you almost thought it would say "chief pressed x went to a dead elite and repeatedly crouched on his face"

Only if you milk the books for a trilogy like Hollywood does for financial security. You don't have to run through every grenade and alien decapitation on screen, because those aren't pertinent to the story. The story told in the first game is very simple. It's only the shooting that lengthens the game. When doing the story in game form, it still shouldn't take many games, the games would just be longer, like an RPG. The only reason shooters have this 10-hour limit is because people don't want to just shoot things for that long; there would have to be something else to do. The game could be longer if it needs to be, and probably would be. You just tell the story with something other than shooting aliens. Make better use of cutscenes, give the player some choice/agency to keep their attention and interest, and don't be afraid to have some downtime to do things other than shooting aliens. Irrational did it with Bioshock, other people can do it, too.
